Bryan Fish County Emails — Jubilo Village Vouchers and Better Overland Parking

At a glance

A 25-page County email production contains Bryan 'Bubba' Fish correspondence with Los Angeles County staff. The strongest Jubilo Village thread shows Fish seeking County help with a 43-voucher financing gap, County staff rejecting an exemption or change to LACDA policy while pointing to a voucher-attrition path available to Culver City, and Fish bringing Johanna Gullick into the discussion as a retired housing professional who was helping think through solutions and was 'deeply involved' with the project. The same production separately shows Fish seeking possible shared parking at the County library to offset potential Better Overland parking loss.

Source-grounded findings

Fish's January 19, 2025 fact sheet says Jubilo Village had a 43-voucher shortfall: Culver City had allocated 50 project-based vouchers and the project sought 93.

County staffer Isela Gracian wrote that her office did not support an exemption or change to LACDA policy, described repeated outreach by Tara Barauskas and multiple City Council members, and said Culver City could approve vouchers and fill them through attrition.

Fish wrote that Johanna Gullick, described as a retired Santa Monica and Long Beach housing professional, was helping 'think through solutions.' He later asked County staff to add her to the meeting, calling her 'deeply involved with this project.'

A June 2025 Better Overland thread says Fish anticipated possible parking loss depending on the design and asked Supervisor Holly Mitchell's office about shared parking at the Culver City Julian Dixon Library, especially if community reaction made replacement parking useful.

Context note

This record uses only the supplied County email production. Fish's descriptions of the project and Gullick's role are attributed to Fish. Gracian's description of prior advocacy, County policy and the attrition option is attributed to Gracian. Personal email addresses are omitted from CCR metadata and the public derivative. The administrative request identifier is intentionally not exposed on the public record. CCR now separates the two subject threads into topic-specific public excerpts: a Jubilo Village excerpt and a Better Overland / County library parking excerpt.
