The LRSP reports 2,334 local-street crashes for 2015-2019. Its Priority Network is built from half-mile street segments ranked by severity-weighted crash value until the selected segments account for 50 percent of the citywide weighted value; the resulting network represents 14 percent of centerline miles and more than 50 percent of severity-weighted crashes. A review of Figure 11 does not show 14th Street as a continuous Priority Network corridor. The report explicitly lists California Avenue and 14th Street among top unsignalized after-dark crash locations, with three total crashes, two after dark, and one fatal/severe after-dark crash. Separate City Vision Zero material identifies Olympic Boulevard and 14th Street as a high-priority intersection with a history of vehicle, bicycle and pedestrian collisions. Do not collapse these intersection-specific findings into a claim that the entire 14th Street corridor was designated as a 2022 LRSP Priority Network corridor without additional source support. CCR relevance is intentionally narrow: the LRSP provides background to the later 14th Street project. The later 2026 contract has documented Culver City bridges through Kimley-Horn's Culver City municipal/project work and Ellis Raskin's separate MOVE Culver City appellate and Westside COG roles. Neither Kimley-Horn nor Raskin is presented here as an author or decision-maker for the 2022 LRSP.
