2024 City contribution and fee waivers for affordable-housing improvements

The historic dimension is material to this record. Culver City's February 2020 staff report states that the property had been used by organizations serving veterans since the late 1970s and was vacated in November 2018 after life-safety and structural deficiencies were identified. The same City report states that the buildings were designated 'Recognized' in the 1990 Historic Preservation Advisory Committee report, a designation applied to properties of architectural, historic or cultural interest. A subsequent historic analysis recommended that the buildings not be reclassified into a higher historic category. The 2019-2020 reuse debate considered veteran services/housing, affordable housing, and a Wende-operated community center, and the City directed historical and environmental study before advancing the Wende proposal. In April 2021 the City and Wende negotiated price, payment terms, use restrictions, development obligations and other monetary considerations for 10858 in closed session. The 2024 staff report retrospectively records that 10858 had previously been leased by AMVETS and that support for continued veteran services/housing persisted during the public process. Address wording differs by source and is preserved rather than normalized away. The existence of a Recognized historic designation and longstanding AMVETS use should not be collapsed into a claim that the entire property was a formally designated Landmark; City records distinguish those categories.
