Context note

The City Legistar record identifies the item and recommended approvals but still shows a blank Final Action field. Contemporaneous October 1-2, 2026 local reports state that the City Council and Culver City Public Finance Authority Board unanimously approved the option agreement. CCR therefore records the option approval while preserving the Legistar discrepancy. The option gives the Authority a right, not an obligation, to pursue acquisition; it does not establish a completed purchase or approval of a development project. The September 28 staff report describes an unsolicited economic-development opportunity evaluated via LAEDC; this is an identified institutional contact, not evidence of LAEDC's involvement in any consummated purchase. Staff's approximately 198,000 sq ft description in 2026 differs from H&R's seller-reported 172,039 sq ft in 2021; these source/time distinctions should not be silently combined.
