Culver Steps
Mixed-use downtown Culver City property at 9300 Culver Boulevard developed through a documented public-private development history involving the City and Hackman Capital Partners. The property was refinanced in 2024, marketed for sale in 2026, and listed in City/Public Finance Authority closed-session negotiations in June and September 2026. The September 14 public report-out states that the City determined it would not pursue acquisition of the property. In his October 7, 2026 statement, City Manager and CPFA Executive Director Odis Jones said staff had evaluated acquiring The Culver Steps through the Culver City Public Finance Authority beginning in the spring. He said due diligence and financial analysis considered value, financial feasibility, potential risks, and long-term implications. Following the analysis and discussions with the CPFA Board, the acquisition was declined because it was not in the CPFA’s best interest "at this time." Jones said the City would continue evaluating other investment opportunities.
