HCD's 2022 letter is the primary basis for the contractual assignment chain. Its assignment language is not treated as evidence that REthink Development and Center Theatre Group were commonly owned or controlled, nor as proof that Center Theatre Group held fee title to 9814 Washington. City records use Rethink Culver, LLC as the current project entity; this record keeps the operating/developer organization distinct from that LLC. REthink's May 31, 2026 project page describes the 34-unit mix as 28 market-rate, two very-low-income and four moderate-income deed-restricted units and states that this mix is being delivered with 'zero public subsidy'; that characterization remains a source-specific developer statement.
