9814 Washington Boulevard — Center Theatre Group to REthink development-rights succession

2001-2026 Current REthink/Stage Right project proceeding; City materials expected construction in Fall 2026
At a glance

Direct primary records document a long-running public-property redevelopment chain at 9814 Washington Boulevard. The Culver City Successor Agency and Center Theatre Group entered a 2001 disposition and development agreement; the City separately entered a 2012 sale/development agreement with Jazz Bakery Performance Center; the City and Center Theatre Group entered a new exclusive negotiating agreement in 2020 and extended it in 2021. In April 2022 Center Theatre Group assigned its documented rights, title, interests and related obligations to REthink Development Corp., which assigned them to Rethink Culver, LLC in July 2022. The City then entered the current disposition/development agreement with Rethink Culver in September 2022 and later reported completion of escrow/property transfer in December 2022. Center Theatre Group remained an adjacent-site coordination/easement party in the project's 2025 amendments.

Context note

This record distinguishes contractual succession from ownership. HCD says Center Theatre Group assigned 'rights, title, interests, and related obligations' to REthink Development Corp. under the documented ENA chain; CCR does not interpret that phrase as proof that Center Theatre Group owned the fee interest in 9814 Washington Boulevard. The 2012 Jazz Bakery agreement is preserved as a separate prior redevelopment attempt and is not treated as part of the current REthink ownership/development structure. HCD also corrects a City LRPMP chronology issue: the LRPMP called the Jazz Bakery agreement a 2010 agreement, while HCD identifies its date as January 31, 2012.
