Brookwood proposal and staff response
A September 2022 email packet shows CCUSD employees debating the proposed Brookwood workforce-housing study before a Board vote. Staff members questioned the proposed spending and described salary, facilities and classroom needs; Kelly Kent replied with the district's case for studying workforce housing.

Hoa Le asked that her statement be read at the Board meeting. She argued that teacher retention should be addressed through competitive pay, safer and better-maintained campuses and possible paths to homeownership rather than district workforce housing.
Kelly Kent replied that the proposed contract was $180,000 with a not-to-exceed amount of $500,000, said facilities and program/personnel money came from different sources, and said Measure CC capital-improvement funds were nearly exhausted. She also said a 2018 survey showed more than half of staff expressed interest in campus housing and that Brookwood would conduct another survey if hired.
Separately, Natalie Gualtieri and Laura Tollefson polled El Rincon staff about the proposal and listed alternative uses they believed $485,000 could support, including benefits, aides, custodians, stipends and facilities maintenance.
