An October 12, 2022 email exchange records Debbie Hamme's detailed objections to the revised Brookwood real-estate proposal and Robert Quinn's request for Citizens' Bond Advisory Committee feedback before a possible Board decision.

Hamme questions the absence of a settled project cost, Brookwood's direct revision discussions with Superintendent Quoc Tran, the lack of a competitive bid process, and whether community and staff concerns from prior Board meetings were being incorporated. These are Hamme's criticisms and characterizations in the email.
She also criticizes Board dynamics, names Kelly Kent and Paula Amezola in connection with support for moving the proposal forward, disputes anecdotal claims that housing was driving staff departures, and says her view was that morale, leadership and communication problems were more important retention issues.
In the underlying request for feedback, Quinn tells committee members that the Board had received a narrower Brookwood proposal, no final cost or funding decision had been made, and Restricted Redevelopment money would be used if the work were approved. Hamme separately raises concern about expanding the labor-management partnership to include two Board members.
