Ray Long and Aravind Malla emails on CCHS honors UC approval and bargaining concerns

At a glance

A November 8, 2022 exchange follows a CCHS message announcing plans to review honors courses and submit them for University of California honors approval, with CCFT President Ray Long objecting that the announcement could create additional bargaining-unit work without prior bargaining.

The CCHS message says staff would review current honors classes and submit them for UC honors approval, naming Geometry, Algebra, Precalculus, Chemistry, Biology and Physics and explaining that approved honors classes may receive an extra point in the UC application GPA calculation within UC limits.

Long tells department leaders Cathy Grasso and Aravind Malla that the district had potentially committed unit members to extra duties before collective bargaining and instructs affected members not to take on additional work until the issue is bargained. That labor-law characterization is Long's position in the email, not an independent CCR legal conclusion.

Malla replies that adding an extra point for honors courses had been discussed previously but says the long-standing local understanding had been that only AP courses received added GPA weight. He calls the announcement a surprise and says he will put the issue on the department PLC agenda.
